 Секретные кружки и квадраты на лобовом стекле?

Братцы! Расстолкуйте невеже про эти цветные кружочки с цифрами 1 - 12, цветные квадратики на лобовом стекле. Что хотят сказать этим узкоглазые про авто? Плиз!

Вот уж на marinoweb.narod.ru неправильно расписано. В этом форуме приходили к выводу, что квадратная - ТО, а круглая - регистрация на 5 лет.

Про круглый стикер мое предположение про страховку не подтвердилось.

1. Про квадратную наклейку в центре верхней части
лобового стекла.

The square sticker (sticker1), this is issued by Ministry
of Land, Infrastructure and Transport, and issued for
3 or 2 years as a result of inspection required
by law, therefore cars are not allowed to be driven
without this sticker. The inspection is conducted by
the government. The purpose of the inspection is to check
whether the vehicle meets standard in terms of
anti-pollution and safety. If something wrong is found
in the inspection, the vehicle just fail to pass and
no maintenance will be done.

When you buy a brand new car, this sticker is put to the windshield and the expiration date should be after 3
years. Actually the expiration year depends on what kind
of car you buy, but 3 years is for almost all new passenger
cars. After first 3 years, you need to have your car
inspected every two years.

2. Про круглую наклейку в левом верхнем углу лобового стекла.

The inspection which issues the round sticker has
a different purpose. It is called periodic inspection
and maintenance.
The vehicle is inspected in terms of damage, degradation
or wear of its parts. This is for a precautionary
measure and the bad parts are replaced or fixed in
the inspection. There are two kinds of this inspection;
one is every year inspection and another is every two
years inspection. The inspection items are
different.

The numbers show when the vehicle need the inspection next
time. 14 (Heisei 14 in Japanese calendar) means 2002, and
the numbers around 14 indicate month. The background of
4 is white in the example, so the car with this sticker
need inspection by 2002/04. The Chinese character
strings above 14 means "Inspected and Maintained".
The color of the sticker is changed every year to know
the expiration year easily.

Are both of these inspections compulsory or not?
Yes, both of them are compulsory, but I think driving car
without the round sticker cannot be violation of the law
because those inspection and maintenance can be done
by users, although almost all people have some car
maintenance company inspected.

And the last question: I heard, that there"s a
compulsory car insurance in Japan. Is it somehow
connected to any of these stickers, or it"s
some separate paper or sticker?

There is a compulsory car insurance, but it is not
connected to any sticker. There is another document
for that.

This is the parking lot sticker. We need to provide
an evidence to the police that we have parking space for
our car when we buy a new car, move to other town or change
the owner of the car. This sticker is issued by the police
as a proof of having the proper parking space for the car.

I heard that many Japanese, even people who own cars,
do not know the difference between the periodic inspection
and the inspection by the government.
